Two different things are happening at once, and both matter. Out-of-area buyers, second homes, investors, and LLCs from the city, New Jersey, and beyond, tend to pay more and buy bigger, which pulls local prices up and turns some homes into short-term rentals. That's why 1 in 4 sales can be a third of the money.

New York City is a buyer of a different kind. To protect the drinking water it draws from these hills, the city buys Catskills land and keeps it undeveloped. Good for the water, but it also takes parcels off the local tax rolls and out of reach, which shifts the burden onto everyone else.
